The Zimbabwe Electoral Commission has released a provisional calendar setting local government elections for the second week of September, ending more than two years of delays that had left dozens of councils operating under commission-appointed administrators.

The delay had drawn criticism from civil society groups, who argued that unelected councils were less accountable on service delivery — particularly water provision and refuse collection in urban wards where infrastructure has visibly deteriorated.

ZEC says voter roll inspection will open within the fortnight, and has flagged a tight window for diaspora-linked absentee documentation to be processed ahead of polling day.

Analysts expect turnout to be closely watched as an early signal ahead of the next general election cycle, with urban councils seen as the most competitive races on the ballot.
