Kenya has initiated a crackdown on foreign nationals operating small retail outlets and engaging in street vending, following a directive from President William Ruto.

The enforcement is set to commence on September 7, as announced by Ruto during a meeting with micro, small, and medium-sized enterprise (MSME) traders at State House in Nairobi on September 2.

In his address, Ruto emphasized that foreign investment is only welcome in sectors that require significant capital.

However, foreign nationals should not engage in small-scale operations like hawking and retail, which he believes should be reserved for Kenyans.

To facilitate this policy, Ruto instructed authorities to begin the shutdown of businesses run by foreign nationals.

He noted that the government will proceed with administrative measures pending the review of the proposed Local Content Bill, 2025, by the Kenyan Parliament.

He also urged National Assembly Majority Leader Kimani Ichung’wah and Trade Cabinet Secretary Lee Kinyanjui to expedite the bill’s passage.
